Wood heating incentives are for only income-eligible Windham County residents because the funding comes from an appropriation from the State Legislature connected to the closing of the Vermont Yankee Power Plant in Vernon. Funds were paid to the State of Vermont from Entergy / Vermont Yankee, and the legislature appropriated a portion of those funds to the CEDF to be spent in and for the benefit of Windham County to offset economic losses from the closing of the power plant.
